When I started in police work, my agency didn't have portable radios. The times they have changed!
As I noted earlier, some departments are going to personal audio (and in some cases video) recorders in order to protect themselves from complaints. Many complaints lodged against cops involve what was said, plus regardless of this, having this works well for court- this should of course go both ways. If the cops screwed up, it should be used to convict them.
